I would think that it makes more of a statement and/or it's more noticeable. A girl at my school dyed her hair jet black - and it looked really cute. I think it works well as long as you have 'strong eyes' (preferably something other than brown).
... assuming you're a girl - although it would still look hot if you were a guy and had nice eyes. You could pretend to be Greek. :-P
